    TMD!

  • News from The New York Times

    Jan 29, 2008

SHANGHAI — Severe snowstorms over broad swaths of eastern and central China have wreaked havoc on traffic throughout the country, creating gigantic passenger backups, spawning accidents and leaving at least 24 people dead, according to state news reports.

In many areas, where snow has continued falling for several days, the accumulation has been described as the heaviest in as many as five decades. The impact of the severe weather was complicated by the timing of the storms, which arrived just before the Lunar New Year, or Spring Festival, when Chinese return to their family homes by the hundreds of millions.

On Monday, the government announced a severe weather warning for the days ahead, as forecasts suggested that the snowfall would continue in many areas, including Shanghai, which is unaccustomed to severe winter weather.

“Due to the rain, snow and frost, plus increased winter use of coal and electricity and the peak travel season, the job of ensuring coal, electricity and oil supplies and adequate transportation has become quite severe,” Prime Minister Wen Jiabao said in a statement issued late Sunday.

“More heavy snow is expected,” Mr. Wen warned. “All government departments must prepare for this increasingly grim situation and urgently take action.”

The Ministry of Civil Affairs estimates the direct economic cost of the weather so far to be $3.2 billion and the number of people affected to be 78 million, including 827,000 emergency evacuees.

The country’s transportation problems have been deepened by power brownouts in about half of the 31 provinces. Officials said Monday that the supply of coal for electricity had dropped to 21 million tons, less than half the normal levels at this time of year. As a result, 17 provinces were rationing power by Monday.

The coal supply problems were themselves brought on by the heavy snow, sleet and freezing rain, which caused delays in distribution of the fuel by rail and truck in many regions. China is heavily dependent on domestically produced coal for power.

In Guangzhou, the booming southern industrial city, authorities said they expected as many as 600,000 train passengers to be stranded there by Monday. The police were being deployed around the city’s central railroad station as a precaution to keep order.

Guangzhou is the capital of Guangdong Province, home to millions of migrant laborers from faraway parts of the country lured by the prospect of jobs in assembly plants and other factories. State television showed scenes of would-be travelers milling about the train station, many of them migrants, and warned that food and sanitation facilities were inadequate.

A power failure on Saturday night in Hunan Province was blamed for many of the rail delays, stranding 136 electric trains, scores serving the north-south Beijing-Guangzhou route.

Investors in Asia, went on a wild ride this week. Markets zigzag on fears of a gloomy recession in the US. Things look a little different in China though, our Asian business editor Eunice Yoon has more.

Well, China has chocked up double digit economic growth for the 5th straiht year, but authorities there are trying to slow their economy in the possibility of a recession is making their lives that much harder.

Buying groceries in China street markets, these items are getting tougher for people there to afford. "The price of almost everything is going up and by a lot." Those rising food prices have helped fuel inflation in China. The latest government figures show inflation hovering at the highest level in more than a decade. The government has been struggling to keep prices of rice, pork, cooking oil and other foods staples under control, in an effort to keep the economy from overheating. This comes as China deals with the prospect of a US-led global slowdown.

"These are uncharitable waters for the country, China is most likely going to suffer from the leg effects of all of the strong measures that have taken in the past year, year and a half to slow down growth. And that are really going to start a hit at a time when they're getting slower demand out of the US."

China has been on a campaign to cool its economy, raising interest rates and using price controls.

"If properly applied, price control can be 100 percent effective now the question is, is this a good idea. I do expect that the economy will slow down by the middle of this year. And that will lift some of the demand pressures from some of the goods, and particularly wages. So the outlook for inflation is quite good."

The latest government figures show inflation eased in December and growth was slightly slower. But the economy still expanded at a blistering 11.2% rate in the fourth quarter. Some analysts say China could help drive world growth in the event of a recession in the US. Still, economists point out, as economic events unfold around of the world, China will be challenged at home. Balancing its inflation fighting initiative with sustainable growth.

And this morning, the rapid growth is making Chinese investors a little bit nervous.

Plenty of nerves around the place, Eunice Yoon, thank you very much.

In the race for the title of world's largest automaker, Toyota of Japan proved Tuesday it's on track to unseat US car giant General Motors. "We've posted record high from sales to --- in our third quarter. "
In its latest quarterly earnings report, profits jumped 7% to more than three and a half billion dollars. The company -------- electric cars and other vehicles in North America, to warn the construction of new factories there.
"The impressive thing about Toyota is their expanding in ---- regions at the same time, and that's keeping them a lot of momentum to take that No.1 spot. "
Drivers worldwide have praised Toyota for making what they consider low----, high mileage vehicles. That formula is working in north America where the automakers are now thinking of building an eighth assembly plant, a move that could have helped ward off political pressure. But there's been growing criticism in the US over Toyota's rising imports. One American politician from the heart of American auto industry in Detroit said Japanese carmaker benefits unfairly from state-run pension systems and their government that dabbles in the currency market. The weak yen played a big part in Toyota's profits. Yet many car-analysts say those remarks are unfair. "Their politician wants to come out against Toyota, it's gonna have to come out against employment, and environmental technology, and that’s pretty ---- ground to be standing on it."
Toyota says it's sticking vias its four-year forecasts, and analysts say the company is on course for an eight-straight-year of record earnings. Still, Toyota in Japanese tradition is staying modest.
"There's a lot of talk of us becoming No.1 in the world, we are trying not to be too conscious of it. We wanna produce cars that market wants. "
And with a looking as though, the market wants more Toyota-made cars. Analysts say the company will drive by GM as soon as this year. Eunice Yoon, CNN, Seoul.

前面是杂音, the economy is in trouble. The most dramatic action from Federal Reserve since 1984, a rare emergency rate cut, the first since the terrorist attack of September 11th, 2001.
The Treasury Secretary called it a signal to the rest of the world. "Our Central Bank is nimble and is able to move quickly to respond to market conditions and I think that should be a confidence ---. "
The Fed explained its action with foreboding list of challenges, " a weakening of economic outlook", "increasing downside risks to growth", "a deepening of the housing contraction", "softening in labor markets".

"The Federal Reserve did not really know just how severe the economic crisis was in this country. "

Economist B--- said, for too long, policy- makers ignored this is no garden variety recession, instead a rapid deterioration of international financial system, something that apparently --- the Fed by surprise.

Federal Reserve Chairman Ben Bernnake last made, "I would not expect significant spillovers within the subprime market to the rest of the economy or to the financial system."

But that proved wrong. Credit markets have frozen up, and bad subprime bets have cost the banks some 100 billion dollars. Meanwhile the president remained a cheer leader on the economy, even as he pushes for fiscal stimulus soon.

"I believe we can find common --- to get some done, that big enough and effective enough so that the economy that --- strong gets a boost."

The president, most of last year, called the economy "vibrant and strong", before noting "storm cloud" just a few weeks ago.

The president's chief economic advisor said the White House is not forcasting a recession. But the market is not so convinced. It is predicting another rate cut by the Fed when it has its next meeting next week , a rate cut at least another quarter percentage point.

Equity markets suffered as a consequence. On Wall Street the S&P 500 fell 0.5 per cent, while European stocks came off early highs.

Weaker US equity markets provided a boost to Treasuries, another haven from geopolitical concerns.
